As bobmats said, the problem is most likely either
1) Your VoIP provider does not permit calls to these numbers
It is common for VoIP providers to prohibit calls to special rate numbers or services.. (for example in North America and Australia, most VoIP providers don't allow calls to 1900/1902 numbers).
2) You have not set-up a dial pattern in the PBXes outbound route settings that will allow this call to go through. If for example the dial pattern is "XX." (without quotes), all calls should be put through to the trunk. But if for example you had a dial pattern of NXXXXXXXXX the call may not be put through to the trunk.
