Calls go to provider Voice Mail, Not PBX Voice Mail |

I have a proivider that is being used with 100% success on other PBXes accounts. Unfortunately on the California Account, the call after phones ring 4 times, caller hears 2 more rings before going to the provider Voice mail.
I have tried adjusting the ring time , before going to voice mail down to nearly zero and no matter how little I allow the phones to ring at some point the provider is sending the call to provider voice mail.
I suspect that perhaps the PBX is sending a reinvite or codec or something to the provider that it can not take.
I have tried putting auto fax detection in the line, then the problem occurs immediately (call goes straight to provoider voice mail)
I am at a loss as this worked at one time and the same provider is working on numerous other PBXes accounts.
