Tone when entering conference

Is there a way to have the system play a sound when somebody enters a conference room, so that the person already in the conference are alerted?

Also, is there a way to have the system play a sound that will be heard by the person entering the conference, so that this person know he or she has been put into conference?

Yes, modifiy the following line in Source >> extensions.conf >> ext-meetme:

By removing the a-flag you can enable such sounds for join and leave. But this will also remove the admin features from the * menu.

As a second option you can add the i-flag. This will prompt participants for their names and announce them to the conference when joining or leaving.
