I have been trying to call an extension all evening. It just gives a funny tone. When I go in to call monitor it says "congestion".
What does this mean? The person on the extension was not engaged or anything - I checked.

We resolved the problem by deleting the extension and then recreating it. However now, almost a week later, the problem has returned on this same extension. It gives the message "congestion". What does this mean?
The extension in question is a Nokia E51 running SIP software. We have other Nokias running (E90.s) with no problems.

I recall reading the SIP stack of the E51 is slightly different from the rest of the Nokia stacks, and suffers from unique issues.
What I believe is happening in your case, the SIP stack looses it's registration to the SIP Proxy, but does not communicate this properly. So when a call arrives for it, the SIP Proxy tries to deliver it but the phone's SIP UA does not reply properly, and the SIP Proxy reports back with a congestion message.
In order to troubleshoot this, setup the WiFi AP on a hub along with a PC running an ethernet packet trace app.
