Hi,
Can I ask why PBXes plays the 'all circuits are busy' message when a SIP 404 or SIP 480 response is received from an outbound call. Is it the job of the trunk provider or the PBX to play a message when calls don't connect , and what mesages should be played for different SIP failures ?

These response codes are considered errors of the trunk. So the next trunk in sequence gets dialed. If all trunks fail you get the circuit busy.

The PBX does not remember the possibly different codes of all trunks. So it always generates the same message.

Thank you, that clarifies things.
Would it then be good practice to have my pstn FXO as the next trunk ?
At the moment the agents manually dial 9 to select the pstn line if they hear the 'all circuits busy' message.

I would advise putting the FXO trunk last, and getting another SIP trunk provider in the middle, if it makes economic sense.

I use another betamax company (voipcheap) to carry the premium rate numbers that the main provider doesn't carry. I will try as you suggest, hopefully the trunks aren't identical (both being betamax) and one may work where the other doesn't.
