I am looking for a way to access the voicemail menu from an inbound route.

What I mean is can a DID have access to the menu you get when dialing *98 from an extension .

Is there a way to do this?

I need to set up a DID that allows any mailbox to be checked.

All you have to do is create a classical extension pointing to *98 and set your route to that extension.
