SubPBX

I've connected my 3CX local PBX to the Hosted PBX Dialing from the local PBX to the HostedPBX works fine. To extensions of the hosted PBX as well as external phones.
However I cannot reach an extension on the local PBX dialing from the hosted PBX. All extensions on the local pbx have 4 digit numbers. I've created an outbound rule with the following dialpattern : 9|ZXXX with the SubPBXes as the required trunk.
I keep getting the message : Your call cannot be completed as dialed.
When looking at the call monitor it doesn't choose any trunk. I can't figure it out. Who can help?
