"all lines are busy" on 1 pbxes account... not on the other?

i get a "all circuits are busy" error when doing a call using voipbuster trunk on "roel-baumer" account (a friends).
while I don't have that problem on my account.

Does his account rest on eg Frankfurt , and mine on nürnberg...and has voipbuster blacklisted frankfurt?
