inbound routing or incoming calls?

What is the difference between inbound routing and incoming calls? It seems that once I define something in incoming calls I can not undo it. Are they both necessary?

The inbound routes have priority. So if there are no inbound routes at all or no matching ones the calls are routed according to the settings of incoming calls.
