Silence while in queue

If there is no music and no welcome message defined in queue, callers don't hear the ringtone, just silence.
Is there any way to configure queue to behave like a ring group with the option to dynamically join-in and join-out?
I would appreciate any suggestions.

If you do not like on-hold music it would be a solution to upload a ringback tone as on-hold music.
