I don't manage to hear recording

Hello,
I managed to upload a 8000 hz 16 bit wav file. Unfortunately if I dial *99 as suggested, I only hear an error tune.
No problem if I record it directly, but I do need the wav.

Which program do you use to record.
I had a lot of problems to so make sure the file is:

16 bit PCM Wav file,
8000Hz
Mono (I lost a lot of time with this, i had stereo recording which won't work)
