Callthrough to busy extension doesn’t fallback to VM

I’ve noticed when I callthrough and dial extension that is busy at the moment, I’m just getting a dial tone again, with no option even to leave a VM. It’s very inconvenient because just getting a dialtone doesn’t let me know whether it’s busy, or I dialed a wrong number, ot it’s a system failure…
