How to modify blacklist

For some reason My cell phone number is in blacklist, So I can use my sip extension to call my cell phone,

How can I modify black list so extension can call my cell phone.

How is your cell-phone is black-listed?

Does the DID provider mark the CallerID as black-listed when you call your DID from your cell-phone?
